REPORT ON SUMMER SCHOOL

INTRODUCTION
Health Promotion Summer School with theme: “Determinants of Health” was held from June 14th to 16th, 2009 at Hotel „Divčibare”.
School was organised by the Public Health Association of Serbia, with support of Canadian Public Health Association (CPHA) and Canadian International Development Agency (CIDA).

2. GOAL AND SCOPE OF WORK
Objectives of Summer School:
· Participants to gain basic knowledge on determinants of health
· To improve skills of practical application of the Circle of Health
· To exchange experiences on health promotional activities in local communities in Canada and our country, which deal with determinants of health
· To practice application of the Circle of Health by analysing health promotional activities or interventions already conducted or are under way, in our environment.
Target group:
Members of Public Health Association of Serbia from Belgrade and other places in Serbia, representatives of University Centres from Belgrade, Novi Sad and Niš, members of Public Health Association from the Bosnian Federation, the Republic of Srpska, professionals in the field of public health from Former Yugoslav Republic of Macedonia.
Content:
1. day – Welcoming dinner
2. day - theme – Presentation of model „Circle of Health” - from the Prince Edward Island in Canada
3. day - theme – summary of previously learned through module “Social determinants of Health”, practice; practice in application of the Circle of Health, after presentation of examples of good practice such as health promotional campaigns in local community related to „Health Calendar”, environment – healthy environments, physical activity and proper (balanced) nutrition
4. day - (morning) theme – practice in application of the Circle of Health, through continuing presentations of good practice from Canada – Programs of healthy communities and Housing conditions and health of the children, and Serbia – Strategy for improvement of the position of Roma population in Serbia.
3. EDUCATIONAL METHODS AND DYNAMICS OF EXECUTION:
3.1. Organisation of implementation of the Summer School:
· One day seminars (before and after noon) – continuous set of seminars during two and a half days;
· Interactive training and creative workshops;
· On completion of each day’s work, after every seminar, participants did daily evaluation by evaluating each individual module;
· All participants received, on arrival, a branded folder, bag, notebook, book with the logo of PHAS and the Summer School. In the bag, there were: handbook for the Summer School (with the school program, handouts for each of themes), a pen, CD with presentations and materials for workshops, received from Canadian consultants, printed materials with important addresses in Canada, as well as posters, leaflets etc. Each participant received a handbook “Smart book for parents”, translated brochure of EUPHA – “10 principles of the New Public Health” and various health promotional material from campaigns in local communities (tobacco control, proper nutrition, physical activity, healthy environment for our children, etc.), and related to other risk factors for health, i.e. for affirmation of healthy lifestyles.
· School participants had an opportunity to see health promotional video clips related to campaign “Healthy environment for the health of our children” and the film with the same title of 15 minutes duration;
· During school work, health promotional ambiance in general was supported, which means tobacco smoke was unwanted wherever the participants dwelled; during work, meals and breaks.
· As a part of this summer school, on the second day after seminars, in the afternoon, there were organized relaxation exercises, i.e. exercises for stress release, with explanations of their application and effects by the renowned therapist in that field – Mr. Predrag Filipović.
· Patsy Beattie – Huggan, on the second day, after planned program was finished, held an additional education for all interested participants, of 45 minutes duration, on the possibilities of specific application of the Circle of Health in education of University students.
· On completion of the Summer School, participants received certificates of participation in the Summer School on “Determinants of Health”.
3.2. Evaluation of results by the School Organisational Team
On completion of Summer School work, Patsy Beattie – Huggan organised an evaluation where each participant had to tell in his/her own words in what extent did the school fulfil his/her expectations and how will he/she apply acquired knowledge and skills, i.e. the Circle of Health in the future.
Organisational Team of the school made a SWOT analyses – analyses of Summer School’s work in the sense of reviewing existing a) strengths, b) weaknesses of the school, c) potentials (for further development and improvement) and d) possible future threats for the future of this school.
A) It was concluded with pleasure that school showed significant strengths, such as:
- Existing experience of participants in the field of health promotion, most of them belonging to well trained professional with significant experience in that field
- High level of dedication and active participation of all participants to a very demanding program
- Knowledge and skills of lecturers in this field, so that the school surpassed all expectations of the majority of participants, who were very clear in stating that
- Evaluation of all on the Circle of Health as an exceptional tool for education of students in universities, and for the field work as well, and in the local community...It was emphasized that the Circle of Health could be used as a „work guide” in all phases of planning: in determining the needs and (priority) goals, as well as for defining target population groups, in choosing strategies or relevant activities and clear, and foremost, for defining determinants of health
- Developed health promotional ambiance
- Flexible approaches to work and good technical support
- Exceptional working conditions
- Excellent accommodation, food, etc.
B) During realization of this school, certain weaknesses were noticed:
- School was still very strenuous for participants because work was organized for the entire day, that is, before and after noon every day except the last,
- Still, we have to keep in mind that last years suggestion for the school to last a bit shorter was adopted: it was two and a half day now, which is not too much, so it was understandable that organizers, as well as the participants wanted to maximally use available excellent working conditions,
- Due to limited number of participants we did not have media present at the opening of the school (everyone wanted to participate).
C) It was concluded that school has significant potentials to become traditional form of continuous education in the field of health promotion, especially for the members of PHAS, but also for other NGOs. These potentials include the following:
- It was a second year in a row that such a school of health promotion in Serbia was organised,
- High level of dedication of both participants and lecturers, and desire for knowledge,
- Evident potential for increasing the number of members and for founding of new branches of the Association,
- Existing of significant human resources for health promotion in the Association and its branches,
- Team that organised the school, has human resources and technical capacities so that it can, in the future, independently organise education for representatives of Public Health Association from other republics of former Yugoslavia,
- This years school was better promoted outside Serbia than previous year, so 10 participant of this year’s school were from former Yugoslav republics,
- Some other noted weaknesses, i.e. „lessons learned” form previous year were corrected:
- School lasted shorter – 2,5 days instead of 4 days, it had fewer themes – actually only one „Determinants of Health”, which was very thoroughly treated, foremost due to great potential and broad spectre of applicability of the model of Circle of Health,
- There were opportunities for taking a break during the day, and as daily schedule ended at 17 hours, there was some time for walking and socialising, too.
D) Possible obstacles for future work of the school were also considered:
- sustainability,
- possibility of (self) financing,
- determining the most suitable time for holding the next Summer School.
3.2. Media support
3.2.1. In much attended radio programs of “Radio Belgrade” and “Radio 202”, the beginning of the Summer school on the subject of “Determinants of Health” was announced, to be organized in Divčibare by Public Health Association of Serbia, with support of Canadian Government and Canadian Public Health Association.
3.2.2. Press releases were prepared for daily newspapers “Politika” and “Blic”.
3.2.3. One of the participants at school filmed the entire event with his camera, and a video-record of the school is in preparation. That material will be used in future work with the media for promoting Summer School.
4. PARTICIPANTS OF THE SUMMER SCHOOL
School was attended by 41 participants, and that: 20 from Belgrade, 5 from Novi Sad, 1 from Čačak, 1 from Leskovac, 1 from Kuršumlija, 1 from Vranje, 2 from Niš, 3 from the Former Yugoslav Republic of Macedonia, 5 from Bosnian Federation and 2 from Republic of Srpska.
Profile of participants was inter- and multidisciplinary. In Annex, there is a list of all participants where one could see that there were participants professors from social medicine department of the School of Medicine of the University of Belgrade, Novi Sad and Niš, assistants from these schools, professors form Higher health school of professional studies (faculty for nurses), defectologists, psychologists, politicologists, higher medical nurses, specialist of family medicine, physiotherapists, professor of civil education.

On completion of each day’s work, a daily theme evaluation was performed by the participants, having in mind specificity of each area covered that day.

- To make a project that will animate the community to pay it
- Work with Roma population
- Education on determinants of health
- How to find partners for projects in public health from the primary health care level position
12. Other suggestions/comments:
- Good organisation of the school
- Participants from other countries could have (should have) presented their experiences
- Repeat the school with intersectoral participants
- At the end of the school assign a task to all participants to do in the following year, which would be a kind of cohesive factor
- More practice examples from Canada
